Hes quoting an old saying by Plato that's thousands of years old in reference to medicine. All medicine is toxic at some level, that's the point. Liquid fluoride would melt you hand off. So would pure peroxide, yet you make peroxide inside your body every second. 1g of tylenol is one of the safest pain medications in modern medicine, probably the safest at that quantity, but 4g is one of the leading causes of liver failure in the united states. Micro doses of fluoride remineramized damaged enamel, and make the enamel of developing teeth more acid resistant by replacing hydroxyappetite with fluorohydroxyapetite. Larger doses cause fluorosis of the teeth and make them brittle.
